This position is located in the Office of General Counsel, National Freedom of Information Act (FOIA) Office, in Washington, DC.

Help

You will:

- Review and analyze FOIA requests and responsive records; consult with program officials regarding the release of records.

- Serve as a source for FOIA information within EPA and provide technical assistance upon request regarding pertinent regulations and policy.

- Participate in the review of proposed information access, confidentiality and privacy statutes, regulations and policies, and prepare or assist in drafting regulations and/or other policy documents necessary for implementation of the FOIA.

- Establish, maintain, and ensure the accuracy of procedures for logging, tracking, and monitoring the processing of FOIA requests.

- Interpret and define the scope of requests and identify special problems or concerns with program officials.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-11 level, you need to have at least one year of full time experience defined as processing FOIA requests, including reviewing documents for responsiveness to FOIA requests and assisting in the determination to grant or deny FOIA requests for information - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in any academic discipline.

To qualify for the GS-12 level, you need to have at least one year of full time experience defined as reviewing documents for responsiveness to FOIA requests and determining whether to grant or deny FOIA requests for information.

To qualify for the GS-13 level, you need to have at least one year of full time experience defined as reviewing documents for responsiveness to FOIA requests and determining whether to grant or deny FOIA requests for information; and developing, implementing, or distributing written privacy policies or procedures regarding access to information.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Ability to apply government information management laws, regulations, principles and policies to assignments involving the release of information to the public; 2) Knowledge of the Freedom of Information Act; 3) Knowledge of Federal and Agency records management systems, regulations, principles, and policies; 4) Ability to manage information through the use of information technology; 5) Skill in oral communication; 6) Skill in written communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
