MERIT PROMOTION (MP) VACANCY ANNOUNCEMENT - CTAP eligibles.
This position is located in the Office of Inspector General, Office of Investigations. The Office of Inspector General is an independent office within EPA that helps the agency protect the environment in a more efficient and cost effective manner. We consist of auditors, program analysts, investigators, and others with extensive expertise. Although we are a part of EPA, Congress provides us with our funding separate from the agency, to ensure our independence.
The ideal candidate will perform the following duties:
Serve as senior technical expert and advisor to Senior leadership in all matters relating to criminal investigations, critical and high-profile cases and policy development.
Implements nationwide training programs for criminal investigators involving investigative techniques, legal, and program issues.
Plan, organize, and carry through to completion analytical studies involving the substance of agency operational processes using a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness.
This is a Public Trust Position. Employment in this position requires a background investigation. You may qualify for the GS-15 grade level, if you possess at least one year of specialized experience equivalent to the GS-14 grade level performing the following duties:

1) Develop detailed programmatic plans, tasks, milestones, and schedules to ensure proper sequencing of events for criminal investigative activities and initiatives.
2) Oversee the short- and long-range planning activities that include multi-year work plans that are the products of organizational projects/programs and makes informed recommendations on the advancement of the programs to identify and increase efficiency.
2) Advise and mentor junior team members in the implementation of approved plans, investigative strategies, programs, objectives, and goals.
3) Establish program and strategic objectives to support the mission and identify required resources to promote leadership priorities, initiatives, and goals.
4) Develops, revises and provides subject matter expert advice on investigative policies, processes and procedures.
